Heaviest Parcel by Hub

A delivery network weighs parcels as they arrive at regional sorting hubs.

scan_id is the primary key. Each row records the measured weight of one parcel processed by a sorting hub.

Find the heaviest parcel recorded at each hub.

Return hub_id and the maximum weight as max_weight_grams. Order the results by max_weight_grams from highest to lowest. When multiple hubs have the same maximum weight, order them by hub_id from lowest to highest. Return no rows when the table is empty.
