Top Trail Condition Reporters

A national park's operations team records trail-condition reports submitted by field rangers.

report_id is the primary key. Each row represents one trail-condition report submitted by ranger_id for trail_id.

Find the two rangers who submitted the most reports during September 2025. Count every report whose reported_date is from September 1 through September 30, inclusive.

Return ranger_id and report_count, ordered by report_count from highest to lowest. When two rangers have the same report_count, order them by ranger_id from lowest to highest. If fewer than two rangers submitted reports during the month, return every qualifying ranger. If no reports were submitted during the month, return no rows.
